Socks Proxy Generator Script

I need an experienced coder to code a script that will be used to collect/extract high quality socks 4/5 . The script will be installed on a dedicated server running windows server 2003. The script will have a feature to search the socks proxy by country… (Jobs: ASP, .Net, Perl/CGI, PHP, Python)
